However it can of course, turn a little colder & wetter during Jan to May and in summer months it may even prove a little too warm for some people. There is not really a "best time" to play golf in Spain or Portugal, it can be mild in winter and make a great escape from colder parts of Europe, or hot in summer, often reaching over 40 degrees in some regions between June and late August.
